This is clearly a system Roux shotgun, not a rifle, the barrels have been sleeved, not very nicely, a common repair of high grade shotguns, that is worn-out or rusty.
The System Roux was a common closing system, still being produced in USA by Steevens and Harrington& Richardson.
Sauer u Sohn used it on their Tell rifles.
